HTML coding for a right to left scrolling banner (see at the bottom of the blog)

The HTML code allows the user to mouse-over an image and it will then stop scrolling. With a double-click of the mouse, the user will be transported to the linked webpage associated with that particular image. The HTML code  is reproduced below:
